The killing of Iryna Zarutska occurred on August 22, 2025, at the East/West Boulevard light rail station on the Lynx Blue Line[1] in Charlotte, North Carolina, United States. Iryna Zarutska, a 23-year-old Ukrainian refugee who had fled the Russian invasion of Ukraine, was fatally stabbed. The killing drew citywide and international coverage for Zarutska's status as a refugee seeking safety in the United States, prompted a public statement from Charlotte mayor Vi Lyles, and leaked footage of the killing sparked outrage on social media, leading to policy discussions about transit security, fare enforcement and gaps in the criminal justice and mental health systems.[2][3]
Background

Iryna Zarutska was born on 22 May 2002[4] in Kyiv, Ukraine and arrived with her family to the United States in 2022, fleeing the ongoing war following Russia's invasion of her home country. Zarutska held an art degree from a Kyiv college and was improving her English with hopes of becoming a veterinary assistant.[5] According to a GoFundMe page created by her family and cited in media reports, Zarutska had settled in Charlotte, North Carolina, hoping for a new beginning.[2][6][7]

The suspect is a 34-year-old homeless man who previously been convicted of robbery & larceny, with additional charges pending.[8]
Killing

On the evening of August 22, 2025, at approximately 9:55 p.m., Iryna Zarutska was at the East/West Boulevard light rail station in Charlotte's South End neighborhood. Surveillance footage released on 5 September 2025 by authorities shows Zarutska boarding the train and sitting in front of the suspect. For four minutes, Zarutska, wearing headphones and using her phone, is unaware as the suspect glances at her, pulls a pocketknife from his hoodie, and flips it open. He then lunges, holding her head and stabbing her three times in the neck. Zarutska, visibly scared, collapses 30 seconds later. Passengers react but initially freeze; one eventually aids her, followed by others. The suspect, seen wiping blood from his hand with his hoodie, exits the train two minutes later.[9][10]

She was pronounced dead at the scene.[11][12] The suspect was arrested and taken to Atrium Health for treatment. He was charged with first-degree murder upon his release from the hospital.[2][13]

The Charlotte-Mecklenburg Police Department (CMPD) has not disclosed the motive for the attack. The investigation remains ongoing, with CMPD's Homicide Unit, led by Detective Buhr, urging the public to provide any relevant information.[2]
Aftermath

The fatal stabbing raised concerns about the safety of Charlotte's Lynx Blue Line. Councilman Edwin Peacock stressed fragile public trust and urged Charlotte Area Transit System (CATS) and CMPD to review security. CATS confirmed the train operator followed protocol, holding the train until police arrived.[9]

On September 6 local Charlotte TV channel WBTV quoted the authorities saying that the suspect "did not buy a ticket" and that CATS is "working on ways to keep fare skippers off mass transit", and concluded by emphasizing that the attack "would have been difficult to prevent once he got on the train".[14] On September 5, 2025, CATS released surveillance video of the stabbing.[10][15]

Following the killing, local officials and the district attorney publicly discussed gaps in Mecklenburg County's mental health and justice systems, using the case as an example in debates over how courts handle defendants with serious mental illness.[16] The Charlotte Area Transit System said it would seek to increase fare inspections, install new ticket validators, and expand security staffing on trains and platforms.[17] Mayor Vi Lyles called the killing "senseless and tragic" and urged respect for the victim's family as the investigation continued.[14] Multiple Charlotte City Council officials and candidates in the 2025 Charlotte mayoral election called for greater action to ensure safety on public transit.[18]

The killing garnered national attention in the United States, particularly from right-wing political commentators, and was described by The Charlotte Observer as having become "politicized".[19][20] United States Secretary of Transportation Sean Duffy publicly blamed Charlotte city officials for the murder, and billionaire Elon Musk criticized judges and district attorneys for allowing "criminals to roam free."[19] The case also received international coverage,[21][22] including in Ukraine, with the Ministry of Foreign Affairs of Ukraine stating it was "in constant contact" with investigators.[23][24]

We are writing to urge that you initiate proceedings under North Carolina General Statute § 7A-173(a) for the removal of Magistrate Teresa Stokes from office. That statute provides for the removal of a magistrate for willful and persistent failure to perform the duties of the office or conduct prejudicial to the administration of justice that brings the judicial office into disrepute.

Magistrate Stokes's actions in the case of Decarlos Brown, Jr. clearly meet both of these grounds for removal. In January 2025, Magistrate Stokes authorized the release of Brown based solely on his "written promise" to appear for a future court date. This decision was made despite Brown's extensive criminal history, which included at least 14 prior arrests for serious offenses such as possession of a firearm by a felon, robbery with a dangerous weapon, and physical assault of his sister. In 2014, he was sentenced to five years in prison for robbery with a dangerous firearm. The January charge, a Class 1 misdemeanor, arose after Brown became combative with police officers. Yet despite this history of violent and unstable behavior, Magistrate Stokes released Brown without requiring bond or imposing any meaningful conditions to safeguard the public.

This reckless decision had devastating consequences. On August 22, 2025, while his misdemeanor case was still pending, Brown boarded a Charlotte light rail train and fatally stabbed 23-year-old Iryna Zarutska in the neck as she was returning home from work. Ms. Zarutska's murder was not only a profound personal tragedy but also a direct result of a failure of judicial responsibility. By releasing a repeat violent offender on nothing more than his written promise to appear, Magistrate Stokes displayed a willful failure to perform the duties of her office and engaged in conduct prejudicial to the administration of justice, as set forth in N.C.G.S. § 7A-173(a). Her decision has undermined public confidence in the judicial system and exposed the community to wholly preventable harm.

For these reasons, we urge you to commence formal removal proceedings against Magistrate Teresa Stokes. We further request that the Court conduct a thorough review of her prior bond determinations to assess the full extent of misconduct. North Carolinians deserve to know that those entrusted with judicial authority exercise it with diligence, responsibility, and regard for the safety of the community.

Im Januar 2025 genehmigte Richter Stokes die Freilassung von Brown ausschließlich aufgrund seiner ,,schriftlichen Zusage", zu einem späteren Gerichtstermin zu erscheinen. Diese Entscheidung wurde trotz Browns umfangreicher krimineller Vergangenheit getroffen, die mindestens 14 frühere Festnahmen wegen schwerer Straftaten wie Waffenbesitz durch einen Schwerverbrecher, Raub mit einer gefährlichen Waffe und Körperverletzung seiner Schwester umfasste. Im Jahr 2014 wurde er wegen Raub mit einer gefährlichen Schusswaffe zu fünf Jahren Gefängnis verurteilt. Die Anklage im Januar, ein Vergehen der Klasse 1, entstand, nachdem Brown gegenüber Polizisten streitlustig geworden war. Trotz dieser Vorgeschichte gewalttätigen und instabilen Verhaltens ließ Richter Stokes Brown frei, ohne eine Kaution zu verlangen oder sinnvolle Auflagen zum Schutz der Öffentlichkeit zu stellen
Diese rücksichtslose Entscheidung hatte verheerende Folgen. Am 22. August 2025, während sein Verfahren wegen eines Vergehens noch anhängig war, bestieg Brown eine Stadtbahn in Charlotte und stach der 23-jährigen Iryna Zarutska auf dem Heimweg von der Arbeit tödlich in den Hals. Der Mord an Frau Zarutska war nicht nur eine tiefe persönliche Tragödie, sondern auch eine direkte Folge eines Versagens der richterlichen Verantwortung. Indem sie einen Wiederholungstäter aufgrund seiner schriftlichen Zusage, vor Gericht zu erscheinen, freiließ, zeigte Richterin Stokes eine vorsätzliche Pflichtverletzung und verhielt sich nachteilig für die Rechtspflege, wie in N.C.G.S. § 7A-173(a) dargelegt. The second video of the killing of Iryna Zarutska


There is a second video of the killing of Iryna Zarutska. It is taken by a second surveillance camera in the wagon, which directly points to the door. This video shows some very important details.

First, let us concentrate on the others in the wagon. Here you can see, from the video taken by the first camera, the murderer behind Iryna, just after he had stabbed her. Look at where they all look at!

The video starts with the above pic. The video is 27 seconds long and starts short before the murderer stabs Iryna.

I made some screenshots.

Screenshot 1 is at "second 4". The murderer had bent over and now has retracted. Iryna looks up to him.




Screenshot 2 is at "second 5". The murderer walks by, right now just aside of her seat. She looks at him.




Screenshot 3 is at "second 6". The murderer has nearly passed and is before the entry/exit region of the wagon.




Screenshot 4 is at "second 7". The murderer steps into the entry/exit region. Blood has dropped onto the floor.  The man with the gray sweater is behind the murderer, still behind the row with Iryna's seat. She looks back over her right shoulder at the man with the gray sweater.




Screenshot 5 is at "second 7". The murder now is in the entry/exit region and turns to his left side. The man with the gray sweater still is behind the row of Iryna's seat. Iryna still looks at him.




Screenshot 6 is at "second 8". The murderer stands diagonally in front of the door, looking towards the door. The man with the gray sweater still is behind the row of Iryna's seat. Iryna has turned her head forward again, but not completely.




Screenshot 7 is at "second 9". The murderer has turned his body by 90 degrees and looks at Iryna. The man with the gray sweater is aside of Iryna.




Screenshot 8 is at "second 10". The murderer has turned a bit more to the left and looks at Iryna. The man with the gray sweater is aside of her and nearly has reached the entry/exit region.




Screenshot 9 is at "second 11". The murderer has turned completely towards Iryna. The man in the gray weater has passed by and is not seen anymore by the camera.




Screenshot 10 is at "second 12". The murderer comes back and stands just ahead of the row of Iryna's seat. She seems to have turned her head in his direction. Where the murderer just stood before now blood stains can be seen on the floor. So it is 2 places with blood stains there.




Screenshot 11 is at "second 13". The murderer has moved forward to his left and is deeper in the entry/exit region towards the camera. Iryna looks to the right with an angle of about 45 degrees - I guess she can see the murderer directly.

Screenshot 13 is at "second 19". At about second 17 Iryna seems to have lots consciousness. She tilts a bit to her left and collapses.

Screenshot 18 is at "second 27". Iryna completely vanished in the foot space. Only her left hand still is on the seat.




So, this is what the second camera has seen. But there also is noise one can hear. The sound is terrible, and the background noise is very loud. I guess it is because of the mounting of the microphone.

The words are nearly incomprehensible. It might be something like

Near to the end of the video the murderer says something like "I got the white girl ... the white girl ... oh shit..."

Not a single noise from any other person during these 27 seconds of this video clip.


From Iryna was nothing to hear at all. I guess the pain was so terrible that she even could not cry. The attack was so abrupt and the hits with the knife so fast, that I am not sure whether she realized who had attacked her. This would explain why she looked at the man with the gray sweater.

The man in the gray sweater is a key person. During the attack he still might have been on his seat, but this can only be seen from the first camera - and that video recording is manipulated.

Just immediately after the attack the man in the gray sweater STANDS behind the murderer.

Can one be ready to stand up behind someone and not see, what this person does? Especially, when there is an attack with both arms, and the right arm moving wide through the air?

The man with the gray sweater still sits on his seat. And in the next moment after the murder he stands behind the murderer.

I would say that the 5 other passengers in the wagon are guilty. At least guilty of severe neglect.

The whole video clip is 27 seconds long. 27 long seconds - and none of the other 5 passengers during this time noticed anything? Really...!?

After the murder, I started the sequence with second 4, there are about 17 seconds until Iryna lost consciousness - and 23 seconds until Iryna disappeared completely into the foot space - that is almost infinite.

NO-ONE NOTICED THAT ????

There must be an aftermath, a strict and a damned strong one.
